What are its aims? Clinton's stated goal is to ensure that all Americans have affordable, quality health insurance by mandating coverage for all people. She aims to lower private insurance premiums while cutting waste and "modernizing" the structure of the health care system we already have.
Who is covered? Everyone would be required by law to purchase some form of health insurance.
Costs? an estimated $110 billion.
How will we pay for it? The plan discontinues Bush's tax cuts for those in the $250,000+ tax bracket. In addition, it cuts waste and 'modernizes' the system. It would also provide tax credits to individuals and small businesses to help them pay for insurance.
Universal? No. Clinton would legally mandate that everyone purchase some form of health insurance, but her plan does not eliminate for-profit providers nor does it guarantee reliable coverage for all.
